Where do I need to apply for the grant?

You should always make your application in the academy where you studied this year. Example: I am studying at the Academy of Lyon in 2010-2011, so I therefore make my application between January 15 and April 30 2011 on the Lyon CROUS website.

How do I transfer my Student Social File when I change academy?

At the start of the school year, once you’re in possession of your new school certificate, you must send it along with a letter to the grants department of your home CROUS. You will ask for the transfer of your file, specifying the destination Academy.

Are payment dates for grants regular?

In general, grants are paid monthly in arrears (end of month). However, there is, for technical reasons, a gap between the date the grant is wired and the actual collection on your account. The collection time may vary from one bank to another.

How to have university fees reimbursed when I receive grants?

You need to ask for a tuition fee reimbursement form from the education department at your university.

Why is parental or legal guardian income counted, even if the student has their own tax return statement?

Parental resources are taken into account because the grant based on social criteria “provides additional support to that of the family. As such, it can not substitute the support obligation as defined by the provisions of Articles 203 and 371-2 of the Civil Code which require parents to ensure the maintenance of their children, even adults, while the latter are not able to meet their own needs.” (Circular No. 2010-0010 of 7 May 2010). There are, however, exceptions to this rule if the student is in one of the following situations:

  • A married student or one who has entered into a civil partnership: the couple, spouse or partner must have a monthly income equal to or greater than 90% of the SMIC (minimum salary level in France) thus ensuring their financial independence. Interested parties must have established a tax return that is separate from that of the parents or legal guardians.
  • Students who have one or more dependent children and who no longer appear on the parent or legal guardian tax return.
  • Adult students aged from 18 to 21 years old, receiving benefits paid by the child welfare services or aged over 21 years and a former recipient of these benefits.
  • Orphaned students whose father and mother have passed away
  • Refugee students.

Can income from the previous year (n-1) be taken into account, or the current year (n) if it is lower than that of the year prior to that (n-2), in grant calculations?

Resources taken into account are from the year before the previous (n-2) (that is to say, 2009 for grant applications in 2011). However, revenues for the previous year (n-1) and even the current year (n) (that is, for an application in 2011, revenues from 2010 and even 2011) can be selected after taking into account the changing cost of living, if:

  • significant and sustained decrease in family resources (duly noted illness, death, unemployment, retirement, divorce, separation).
  • a recent event in the student’s life (marriage, birth). . diminishing resources following a layoff, or in a part-time job, a sustained reduction in working hours or leave without pay. .
  • students whose parents are experiencing over-indebtedness, bankruptcy, voluntary liquidation or are facing exceptional circumstances (e.g. loss of income following natural disaster).

How do you take into account a change in status (lowered income) during the year?

Send a letter to the Student Social File department explaining the change in circumstances indicating the date of this change and supporting documentation (divorce decree, job centre certificate).

I have not submitted my Student Social File on time, can I still apply for a grant?

Your grant application may be taken into account regardless of its filing date in case of significant and lasting change in your situation (marriage, divorce) or that of your family (divorce, death, unemployment, retirement, illness).

Do I have the right to work if I receive a grant?

If you carry out your obligation to attend your studies, you may combine paid employment with the grant benefit.

Would I keep my grant after repeating a year or a course change?

A student may use 7 (seven) rights to a grant throughout their total time in higher education.

  • The grant is allocated based on the number of rights already used and the educational validation as stated below. This principle applies as much within the framework of a linear, single course, as it does as part of one or more course changes.

The 3rd right may only be granted if the student has validated at least 60 European credits, 2 semesters or 1 year.

The 4th or 5th rights may only be granted if the student has validated at least 120 credits, 4 semesters or 2 years.

The 6th right may be granted if the student has validated at least 180 credits, 6 semesters or 3 years.

The 7 rights are shared out as over two distinct courses:

  • the degree course, or any course of equal length, can not result in more than 5 grant rights.
  • beyond the degree course, or any course of equal length, the student receives 3 rights if they have used less than 5 rights in the degree course, and 2 rights if they have used 5 rights over the degree course. Additional rights may be awarded under the following conditions: Within each curriculum or cycle, 1 additional annual right for students who have failed following a voluntary service period or due to family difficulties (including death) or personal (maternity, serious health reasons) attested for by a review of the institution’s medical and social departments.
  • For the full duration of higher education study: 1 further right per year as part of a linear path in medicine, dentistry and pharmacy, 3 additional rights per year for students with disabilities and student athletes; 1 additional right per year for undertaking a year-long work placement as part of a course ; up to 3 rights per year for students enrolled on the preparation for the recruitment “concours” for teachers, regardless of the number of rights used. The last right is granted if the applicant is eligible for the prepared “concours”.

If I go to study abroad, can I receive my grant?

You may qualify for a higher education grant if you are enrolled in certain public institutions for higher education of a member state of the Council of Europe (Albania, Andorra, Armenia, Austria, Azerbaijan, Belgium, Bosnia Herzegovina, Bulgaria, Croatia, Cyprus, Denmark, Estonia, Former Yugoslav Republic of Macedonia, Finland, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Monaco, Montenegro, Norway, Netherlands, Poland, Portugal, Czech Republic, Romania, United Kingdom, Russian Federation, San Marino, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, Ukraine). You must meet the criteria for eligibility for a grant based on social criteria and the institution as well as the degree, training or prepared “concours”, is entitled to receive Minister of Higher Education grant students.

I must interrupt this study year, do I have to repay my grant?

In the case of your education being interrupted, you must send your final grant notice to CROUS to notify them of the decision to stop. In principle you must repay any amounts already paid, but you can ask to be exempt given your social situation. Please note, in this case, you will be considered as having received a grant for that year. (This is important if you plan to subsequently continue your studies and receive grants).
